Visalia Unified Approves Peer Education Program
The Visalia Unified School District is one step closer to peer led workshops on anti-discrimination and harassment based on actual or perceived sexual orientation.
On October 22nd, the Visalia Unified School Board endorsed by a vote of 7-0, the anti-discrimination and harassment curriculum to be used throughout the district in 9th grade health science classes beginning this semester. The curriculum, focused on anti-harassment and discrimination based on actual or perceived sexual orientation, will be delivered by juniors and seniors who have been trained by GSA Network as peer educators on the topic. Peer Educators will receive a small stipend for each workshop led.

Lesbian's school talk riles parents
Junior high principal to send letter of apology

Goleta Valley Junior High School's principal will send a letter of apology to parents today for failing to notify them about an eighth-grade event, Diversity Day, which included a lesbian discussing homophobia.
The day-long assembly took place last week and featured speakers ranging from a Holocaust survivor to a disabled man -- an effort to teach children to be sensitive toward people unlike themselves.
The presentation by the local lesbian ignited a firestorm that spread to the school board meeting Wednesday night. Parents and conservative Christians told trustees that schools should stick to academics and leave what they call "moral education" to parents at home. Some of them suggested that by discussing issues related to homosexuality, schools are promoting that lifestyle.
"As Christians, we think it's very sad that this culture has come to a point where our dear little children have to think about these things," said Evie Prohaska, whose son Steven is in the eighth grade at the school. "They shouldn't be burdened to have to think about someone's sexual preference."
"The Goleta Valley staff has violated our parental rights," she said. She and others at the meeting cited Education Code 51554, which states that "no student shall receive instruction on AIDS, sexually transmitted diseases, human sexuality, or family life in an assembly led by a district teacher or instruction in any setting by an outside agency without the parent being properly notified."
But also present at the meeting were members of the local gay and lesbian community and their allies who cited laws that encourage schools to teach children about respecting diversity. And in light of the killing of a Santa Barbara gay man in February, they say education is essential to making campuses safe for gay and lesbian students, who are often tormented at school and experience the highest rates of teen suicide, drug and alcohol abuse, hate attacks and depression.
"This is about addressing hate and bias. That's what needs to be discussed. The rest is smoke and mirrors," said Janet Stanley, executive director of the Pacific Pride Foundation, a local nonprofit organization that provides services to gays and lesbians.
Had they been notified in advance that "homophobia and heterosexism" would be discussed, some parents said they would have excused their students from the presentation.
But even if parents had been notified, Mrs. Prohaska and other Christian conservatives take issue with schools even touching upon subjects related to homosexuality.
Goleta Valley Principal Kristine Robertson, who oversaw and helped create the assembly, deferred to Superintendent of Schools Debbie Flores to comment on concerns raised.
Mrs. Flores said Thursday she assisted the principal in crafting a letter of apology to parents that will go out today. The letter, signed by Ms. Robertson, states that parents should have been provided with advance notice of all Diversity Day activities and the lineup of speakers.
"The Diversity Committee and I did not mean to disrespect the views of any parent or student nor diminish a parent's right to make decisions that he/she feels is in their child's best interests. It was not our intention to surprise people or purposely break any policies or rules," the letter states. In the future, the school will notify parents about the event.
Ms. Stanley insisted that the school was not required to notify parents about Diversity Day, or about Monica Arrambide's presentation, because the focus was on combating hate and bias, not sexual orientation.
And indeed, Ms. Arrambide, 30, a native of Texas who has lived in Santa Barbara for eight years, stuck to the topic of bias behavior during her 10-minute talk. But during the question-and-answer session that followed, a student asked her when and how she found out she was a lesbian. Ms. Arrambide shared a story about how she was attracted to another girl in the third grade.
And some, including Superintendent Flores, believe that she may have crossed the line into the area of "human sexuality," which is inappropriate if parents have not been advised.
Ms. Arrambide spoke at the school board meeting, and later said, "The reaction from kids was very supportive. I didn't get any negative feedback."
Many Goleta Valley students say they benefited from Diversity Day, and Ms. Arrambide's talk.
Eighth-grader Fatima Mendez, 13, said some students appeared a little uncomfortable after the presentation and even mentioned in homeroom the next day that it seemed inappropriate.
"But a lot of us didn't feel that way, or that she was saying 'Hey, come be a lesbian.' I think the whole point was to make us acknowledge that there are different kinds of people out there," she said.
The Rev. Mark Asman of Trinity Episcopal Church in Santa Barbara, who is gay, told school board members Wednesday night that schools are the right place to teach children to be kind and sensitive toward others.
"I wish that diversity training would have been there for some of the people who spoke tonight," he said.

Transgender Teen Murdered in the Bay Area
GSA Network was disheartened to learn of the death of 17-year-old Gwen/Eddie Araujo, a transgender youth from Newark, CA. Araujo's murder is being considered a hate crime, and 3 young men from Newark and Fremont have been arrested and charged.
In response to this tragic event, students in Fremont have come together to plan a march and rally for mourners and LGBT-supporters around the Bay Area.

Since the murder of Matthew Shepard, Wyoming communities have struggled with appropriate action to combat homophobia and support LGBT youth. The Wind River Country Initiative for Youth was founded to serve the rural ranch community of Lander, Wyoming and the adjacent Wind River Indian Reservation. Debra East serves as the community organizer for this program and dedicates her life to raising awareness and creating opportunities for education on LGBT issues. Her work is challenging if not extremely risky, and her dedication to serving her community in this way is truly admirable. Meanwhile, throughout American communities LGBT youth continue to be victims of relentless bullying and violence. As "tolerant" as some communities seem to be, there is still great need for resources to confront the challenges posed by internalized and institutionalized forms of homophobia and discrimination. It is an even greater challenge to develop "accepting" and "safe" communities for people of all sexual orientations. We look forward to learning from Ms. East about the aftermath of Matthew's murder and the effect that it had on developing this project, which is directly attempting to prevent more incidents such as the one that took place in Wyoming four years ago.
Proceeds from this evening will benefit the Wind River Country Initiative for Youth. Queer youth have received a lot of attention in the media in recent years, but often only through the eyes of adults. Generation Q, the new queer youth column of the Bay Area Reporter (circulation: 35,000), strives to give LGBTQ youth a space to tell it like it is: on the streets, in their homes, at school, and in society at large. In this workshop, participants will identify an idea of interest to them and develop it into an opinion column of approximately 800 words. Columnists will then have the opportunity to see their work in print, get paid for publication, and join the queer youth writer's pool of the newspaper. Recent youth columns have addressed suicide, HIV/AIDS, war, and generational differences in the definitions of gender, relationships, and community. Participants should be 25 or younger and willing to work hard during the workshop and meet flexible deadlines afterward.
Zak Szymanski longs to be young again. Szymanski is an assistant editor at the Bay Area Reporter and co-coordinator of the queer youth column.
Ned Howey graduated from McGill University with a degree in Literature in 2000. He has refounded Queer McGill, organized LYRIC's Young, Loud, and Proud Conference 6, co-coordinated the B.A.R.'s Generation Q Column and founded Q-Force, SF's young queer volunteer organization.

Bay Area Middle School COLAGE Group Starting - Sign up Now!
Once again, COLAGE will be hosting a monthly group for Bay Area Middle
School youth with lesbian, gay, bisexual, and/or transgender parents. The
Middle School group allows 6th-8th grade youth to connect with others who
share the experience
of being in an LGBT family while participating in fun activities, field
trips, discussions, community service, and more. The group is facilitated
by older COLAGErs who create a fun and safe environment for the youth.
The first meeting of the 2002-3 Middle School group will be on Sunday, November 17th and will continue to meet on the third Sunday of each month. Location to be determined. (Though the group will meet in a central San Francisco location accessible by public transportation). The group is free, though donations are welcome.

JOURNAL of GAY & LESBIAN ISSUES in EDUCATION
THEME: GAY STRAIGHT ALLIANCES, GLBT STUDENT SUPPORT GROUPS, AND VARIATIONS
THEREOF
Research articles and personal essays are welcome on the topic of school-based or affiliated youth groups whose mission is glbt student support and/or advocacy in schools.
Papers might investigate such issues as: What are the criteria of GSA effectiveness and what preserves success over the long term? How do the greater school, community, and national cultures influence the GSA? What effect does the GSA have on the school? What are the roles of GLBT students, straight student allies, and adults? How is student leadership developed and maintained? How are obstacles overcome and failures dealt with? Are there certain characteristics of students and adults who typically become involved in GSAs? Does GSA membership reflect the diversity of the school and, if it does not, how is that matter being addressed?
Papers need not be definitive or expansive. For example, a detailed narrative and analysis of one or several significant events or activities could be instructive.
We encourage submissions from university and independent scholars, education professionals, parents, community activists, and students around the world.
Approximate length: for scholarly articles, no longer than 35 typed, double-spaced pages; essays, 20 typed, double-spaced pages.

Four Years After His Death, Matthew Shepard's Life Is Still A Call to Work For Justice
The murder of Matthew Shepard in October of 1998 in the town of Laramie, Wyoming has not been forgotten. Matthew's violent death continues to be a reminder to communities across the country of the reality and brutality of homophobic violence. Through work with GSAs, students across California are remembering Matthew's life and celebrating his legacy as an inspiration to end homophobia and hate.
This year several GSAs, including Clovis HS in the Central Valley and Mira Loma HS in Sacramento, organized vigils intended to remember Matthew Shepard's life and inspire school and community members to take action against homophobia.
Additionally, a growing number of schools across the country are sponsoring
theater productions of The Laramie Project, a play based on interviews
conducted in Laramie, Wyoming, after Matthew Shepard's murder. Bellarmine
College Prep in San Jose produced The Laramie Project last year, and we
recently announced that Bishop O'Dowd HS in Oakland and Newark Memorial
HS in Newark are performing the play this fall. We've also learned recently
that several other California schools are producing The Laramie Project
this year - if you would like us to announce your school's play, send an

The Laramie Project has been published in book form by Vintage Books and
is widely available in bookstores and from online vendors such as amazon.com.

We provide comprehensive social services and public education programs to Westside residents living with and at-risk for HIV. JOB DESCRIPTION
Youth Outreach/Drop-In Coordinator
Department: Prevention Department
Location: The Westside of Los Angeles, including the Venice, Santa
Monica, Culver City, Palms and Mar Vista areas.
Hours: 40 hours / week, some weekends and evenings required.
Reports to: Director of Prevention Programs
Salary range: $28,000 - $33,000
A large private foundation has recently committed a 3-year $386,000 grant to Common Ground to develop and implement peer-based outreach and drop-in health services targeting street youth and sexual minority youth. Collaborating with the Director of Prevention Programs, the Youth Outreach/Drop-In Coordinator will be the key staff person at the agency to coordinate these services.
Duties & Responsibilities
* Design and implement relevant intervention strategies to meet the
needs of underserved youth on the Westside of Los Angeles.
* Conduct and supervise street outreach targeting street youth.
* Conduct and supervise on-site services for youth at Common Ground.
* Oversee program operations, address concerns and attend to crisis
situations during drop-in program hours.
* Oversee safety of staff and clients.
* Organize workshops, activities and groups during drop-in program
hours.
* Provide liaison and support to consultants and guest facilitators,
such as Legal Consultant and Evaluation Consultant.
* Assist in the development and implementation of training regarding
the needs of vulnerable youth populations for health care providers, public
service staff, and the community at large.
* Provide onsite and mobile HIV test counseling, syringe exchange,
and other relevant prevention services to youth.
* Assist youth in creating relevant educational materials, including
a public health 'zine targeting the populations served.
* Coordinate maintenance of outreach and drop-in supplies.
* Work as a team member in the Prevention Department and within Common
Ground as a whole.
* Participate in focus groups, data collection, report writing and
other evaluation activities.
* Document all outreach efforts and drop-in services and provide a
monthly written assessment of program progress.
* Maintain confidentiality of participants in agency programs at all
times.
* Maintain good knowledge and understanding of Common Ground's mission,
vision & philosophy and support these tenets at all times while on
agency business.
* Actively participate in staff, team and individual supervision meetings.
* Other duties as assigned.
Supervisory Duties
* Provide guidance, support, and general supervision to Youth Outreach
Specialist in regard to outreach and drop-in services.
* Recruit, train and supervise Peer Advocates, youth from within the
program who will be provided stipends as peers to assist in design and
implementation of services.
* Recruit, train and oversee volunteers during outreach and drop-in.
Qualifications
* Degree or formal studies in public health or a social work field,
or equivalent work experience.
* Extensive experience working with disenfranchised youth populations,
including ethnic minorities; gay, lesbian, bisexual, transgender and questioning
youth; injecting drug users; and homeless youth.
* Demonstrated crisis intervention skills.
* Knowledge of child abuse, domestic violence, and other mandatory
reporting issues.
* Bilingual Spanish/English preferred.
* Comprehensive knowledge of HIV/STI/Hepatitis infection, prevention,
and risk-reduction.
* State/County-certified HIV Test Counselor.
* Excellent organizational, verbal, written, and public speaking skills.
* Computer skills: MS Windows operating system, MS Word, and basic
ability to create graphics.
* Possess a CA driver's license, liability insurance, and have reliable
transportation to use daily on agency business.
* Adult CPR training.

Senate School Safety Hearing Discusses AB 537 Implementation
On Thursday, October 3, the California State Senate Select Committee on School Safety, chaired by State Senator Sheila Kuehl, heard testimony and public comment on harassment and discrimination based on sexual orientation and gender identity and its relationship to school safety. The hearing examined current implementation of the law and information on levels of safety from harassment and discrimination in California's public schools. Testimony included presentations from educators, attorneys and social service providers on violence and discrimination in California's schools; disciplinary procedures and prevention strategies.
GSA Network's Executive Director, Carolyn Laub, testified on the problems with the complaint process in California and was accompanied by Clovis graduate, Sarah Stuebner, who spoke on the need for confidentiality when students file complaints. Students Nikira Hernandez (Santa Cruz) and Duran Hernandez (Clovis) shared their experiences with positive and negative school climates, respectively, and argued passionately that students should not bear the burden alone of improving school climates. Student Alyn Libman (Los Angeles) and parent Teri Erickson (San Carlos) testified on the panel about gender and homophobia. Alyn told about his experience as a female-to-male transgender student at North Hollywood High, while Teri talked about being the parent of a gender non-conforming elementary school student who faced relentless harassment based on gender expression.
"Since AB 537 passed, we've come a great distance, but we still have a long way to go," says Senator Kuehl. "I still hear from parents, students and teachers that lesbian, gay, bisexual and transgender students face direct attacks, along with various serious forms of harassment. We can do more to provide these students and parents with the tools they need to assert their rights, and to provide educators with the tools they need to create a safe climate in our schools. Already, many school districts have done exceptional work in creating safer environments. We want to learn from them and help to promote their example. This hearing is necessary so that we can continue our work of ensuring that every student in California's public schools has equal access to the education they require in order to achieve their full potential."

This summer, Gay-Straight Alliance Network, LYRIC, and Mission Grafica worked with a group of youth to create Liberation Ink, a series of posters designed to make change. Every GSA in California can receive 30 FREE posters to use at your school. You can order more than 30 for $1 each. >From community organizations and individuals we request a donation of $5 each for 1-10 posters, $4 each for 11-30 posters, and large quantity discounts are available.

This Friday is National Coming Out Day and Billy DeFrank Lesbian and

9. The Laramie Project at Newark Memorial HS (Bay Area)
This fall the Drama Department at Newark Memorial High School will perform The Laramie Project, a play based on interviews conducted in Laramie, Wyoming after the murder of Matthew Shepard.
In reaction to NMHS's production of The Laramie Project, the homophobic Pastor Fred Phelps has indicated that he and other members of the Westboro Baptist Church in Topeka, KS will picket the play. Phelps also picketed Matthew Shepard's funeral, an event which is depicted in The Laramie Project.
Here's how you can help show support for Newark Memorial HS:
** Participate in a peaceful counter-protest on opening night.

Asian Pacific Islanders for Human Rights (APIHR) is launching drop-in groups for young API men and women under 25 only, who are lesbian, gay, bisexual, transgender, queer, questioning or curious. 13. Looking for Trans and Intersex Youth to Participate in Film
Project (SF)
LOOKING FOR TRANS AND INTERSEXED YOUTH TO BE IN AN ETHNOGRAPHIC FILM PROJECT
I am a student at SFSU and will be working on an ethnographic film about issues surrounding transgender and intersexed youth, starting next month. It is a year long project, funded by the university and will involve detailed field notes and research. I am looking for transgender or intersex people under the age of 25 (youth under 18 will be required to provide permission in writing) to participate in this project as the subjects of my film. Once the film is finished, I am hoping to submit it to various film festivals and depending on the quality of the work, may be to PBS or KQED. It's a class project, so I do not a have a big budget, but I will be applying to different scholarships and grants to get more funding. So, in other words, I cannot promise to pay anyone who chooses to participate in this project.
Once again, it's a year long process, which means this projects is a considerable amount of time and work and we really need someone who is willing to make that commitment. If you are interested in being in my film and help out with any aspect of this project, email me - mailto:harjantg@aol.com

14. New Toolkit Tackles Homophobia in 'Abstinence-Only' Education
Citing an increase in public school districts replacing sex education
with programs that teach that sex is only acceptable for people who are
heterosexual and married, Lambda Legal Defense and Education Fund today
released a first-of-its-kind toolkit to help youth, parents and community
members make
sure their local school district is teaching accurate and inclusive
sex education.
In the new school year, public school districts in 49 states will teach
these so-called "abstinence only" programs, according to Lambda Legal.
To qualify for highly sought-after federal funding, these programs must
teach that sex within marriage is "the expected standard of human sexual
activity" and that any sexual
relationships outside of marriage are "likely to have harmful psychological
and physical effects." These programs either don't mention homosexuality
or limit it to discussions of immorality, promiscuity and HIV/AIDS.

The Women's Institute for Leadership Development for Human Rights (WILD for Human Rights) is a cutting-edge human rights organization based in San Francisco. Our goal of is to advance human rights to end identity based discrimination in the US. We promote self-empowerment and the inherent right to dignity of every person. Our work has three main components: strengthening the leadership of young and adult women especially from immigrant and communities of color, providing human rights education and training, and advocating for public policies that better reflect human rights standards in the U.S.
This is a part-time position starting on December 1, 2002. The Associate Program Director of Youth Leadership will report to the Senior Program Director. She will be responsible for the following:
Young Women's Leadership Program
* Develop and implement the program plan for the Young women's leadership
Program in collaboration with the Youth Advisory Board.
* Organize and outreach for all activities relating to the program
- six month Youth Leadership Institute, Advocacy day in Sacramento, Summer
Leadership Institute.
* Assist in the recruiting of new members and serve as liaison to the
Youth Advisory Board.
* Facilitate and implement the decisions of the Youth Advisory Board.
* Recruit and train Leadership Institute Coordinator.
* Speak and present workshops at conferences, community organizations
and educational institutions.
* Attend local, national and international meetings & conference
on human rights and youth leadership and meet with funders as necessary.
* Work in collaboration with other program directors to ensure the
integration of the Young Women's Leadership Program Participants into the
Initiative on the Rights of Identity.
Experience
Demonstrated ability to manage multiple projects requiring planning,
implementation, follow-up and meeting deadlines. Two years experience working
with youth. Two years experience in a program setting preferred. Prior
experience in a human rights/social justice environment is desirable.
Skills and Knowledge
Key understanding of issues relating to young women, especially immigrant
and women of color. Excellent written and verbal skills are essential.
Strong organizing and or advocacy skills. Word processing: Microsoft Word
is required. Ability to work independently as well as in a team, be flexible
and be able to work under pressure. Must be able effectively interface
with diverse constituency, Attention to detail and sound judgement. Ability
to speak Spanish, French, Arabic, Tagalog, Cantonese or Mandarin is a plus.

Congratulations to Carlsbad High School school for starting a GSA!
San Diego County: It was definitely an uphill battle for Carlsbad High School members to start a GSA at their school this fall. Several weeks ago, students and teachers presented information to the school board to get approval to start a GSA on campus, but the measure did not pass by 1 vote (2 in favor, 1 opposed). Since not all school board members were present, a revote was scheduled for later in the month. Then, in order to be in compliance with the Federal Equal Access Act (which says that a school or district must allow ALL extracurricular clubs if they allow ANY extracurricular clubs), all non-curricular clubs on campus were shut down. When the school board met again, the measure to start a GSA at Carlsbad High School passed. The GSA has since met and over 30 students attended the meeting! Congratulations to all the people who organized around getting the club started.

Young AIDS Activists Invited to Apply for Lisa Lopes Scholarship

MTV's Fight for Your Rights: Protect Yourself program, in partnership
with LIFEbeat (http://www.lifebeat.org/),
is inviting young AIDS activists to compete for a $25,000 scholarship named
to honor the memory of singer Lisa Lopes
of the group TLC.
The national competition is designed to award one $25,000 scholarship to an applicant who demonstrates a commitment to HIV/AIDS prevention, education, or activism; who demonstrates leadership potential; and who possesses a strong academic record. The competition is open to U.S. citizens and permanent residents between the ages of 16 and 24 who are currently high school seniors at a public or private high school, or who are full-time undergraduate students at an accredited two- or four-year college or university.
